I have two CI40 boards and one started showing this issue a couple of months ago and the other one started today. There were no configuration changes recently. The problem is that when the board starts up the Ethernet port does not function, there are no lights on it, and the serial console reports these messages every second:

If the cable is unplugged or /etc/init.d/network stop is issued the messages stop, but as soon as it is started, or plugged in again they start.
Someone says that they "reflashed the board and that's cured it last time" but I think there must be a better solution than blasting the board.
